During this time major responsibilities and assignments have included:  designing Head Start training programs, conducting Head Start cluster workshops – including working with other Regional Quality Improvement Centers and for 7 years has been a trainer for the Head Start Bureau’s New Directors Annual Training.  Performed on-site training and technical assistance visits, providing various contracted support services to the National Indian Head Start Directors Association and providing telephone technical assistance subscription services to American Indian Head Start programs.  Currently serves on the HSB Financial Assistant Task Force and the Payment Management System Consumer Advisory Board.

For over16 years TFA provided T/TA for American Indian Head Start programs, starting with only the state of Oklahoma in 1981.  From 1991-97 TFA was the only Federally funded organization providing T/TA to American Indian Head Start programs.  During these years, personal skills expanded in assisting grantees in proposal and budget development, and fiscal management in their Head Start program.  The position required the development of training/workshop materials and manuals, providing logistical support for regional and sub-regional training events and conducting on-site visits to special need grantees.  Logistical support was provided for 18 conferences with between 90-350 participants.  5 of the conferences were conducted in collaboration with the National Indian Head Start Directors Association, the balance was for the American Indian Programs Branch (AIPB).  Worked with staff of the Head Start Bureau and other TASC Administrative/Management Specialists in establishing the agenda for the National Head Start Management Institute.  Through the years a strong working relationship has been established with American Indian Head Start programs and the Head Start Bureau.

1975 – 1979

For approximately 4 years worked with rural and urban Indian Tribes and organizations in the establishment of new federal programs or refunding applications of existing federal programs.  This experience provided an expansion of knowledge of Federal programs, other than Head Start, and sharpened writing and budgeting skills as well as the preparation of proposals.  This work experience provided an opportunity to become well acquainted with “Indian Country” throughout the United States.

During this 7 years of employment, experience was gained in working with American Indian children and families and Tribal governments.  As the Program Director, worked directly with federal funding applications, budgets, rules and regulations.  Had direct involvement with establishing personnel policies which reflected HSB 70.2 requirements, creating career development plans, writing component plans, training on and conducting the annual self assessments, assisting parents in drafting Center Committee and Policy Council bylaws, established systems which documented Head Start component requirements and experienced getting the program ready for Federal on-site review teams.  This Indian Head Start program was funded for 187 children, 14 classrooms and 6 centers.  During these 7 years, there were many opportunities to work directly with nationally known Indian leaders and many Federal program officials.
